On March 3, 2022 the European Council, acting on a proposal from the Commission, decided to implement Directive 2001/55/EC in order to provide "temporary protection" to Ukrainians fleeing the war.
The Directive regulates "a procedure of an exceptional nature to ensure, in cases of mass influx or imminent mass influx of displaced persons from third countries who cannot return to their country of origin, immediate and temporary protection" (Art.2).
