Il 9 Novembre 2020 è stato pubblicato in Gazzetta Ufficiale il Decreto Ristori bis 149/2020 che prevede nuovi aiuti per le aziende e lavoratori colpiti dalle misure restrittive anti-Covid dell’ultimo DPCM per un valore di 2,56 miliardi di euro nel 2020 e circa 1 miliardo nel 2021.
Il Decreto ristori bis conferma la sospensione del versamento dei contributi previdenziali ed assistenziali per il mese di novembre in tutta Italia ed anche per il mese di dicembre per le sole attività site nelle zone rosse ed arancioni. I contributi sospesi potranno essere versati entro il 16 marzo 2021 anche a rate. La decontribuzione si conferma anche per la filiera agricola, pesca ed acquacoltura per tutto il mese di dicembre 2020.
Viene inoltre estesa la platea dei beneficiari dei contributi a fondo perduto alle attività site nei centri commerciali, le industrie alimentari, i negozi di abbigliamento, gli ambulanti, i centri estetici e le altre attività di servizi alla persona e agli animali. Gli importi degli aiuti vengono aumentati del 50% per Gelaterie, pizzerie al taglio, piadinerie, pasticcerie e bar senza cucina delle zone rosse e arancioni.
Per i soggetti esclusi dall’obbligo di compilazione dei modelli ISA (Indici Sintetici di Affidabilità) della zona rossa vengono prorogati i termini per il versamento del secondo acconto di IRPEF, IRES e IRAP fino al 30 aprile 2021, a prescindere dalla riduzione di fatturato.
Viene cancellata la seconda rata dell’IMU per i beneficiari dei contributi a fondo perduto delle zone rosse ed arancioni, a condizione che i proprietari degli immobili ad uso commerciale siano anche i gestori dell’attività.
Per compensare la sospensione della didattica in presenza (nella zona rossa fino alla seconda media), il decreto ristori bis prevede un bonus baby-sitter fino a 1.000 euro se i genitori non lavorano in smart working. Il congedo straordinario per i lavoratori dipendenti viene retribuito al 50%. L’agevolazione è estesa a tutte le famiglie con disabili a carico senza limiti di età.
Infine, il decreto prevede un fondo straordinario per le associazioni del terzo settore con una dotazione di 70 milioni di euro per l’anno 2021.

On November 9, 2020, the 2° Compensation Decree 149/2020 was published in the Italian Official Gazette, which provides for new aid for companies and workers affected by the anti-Covid restrictive measures of the latest Government's Decree for a value of 2.56 billion euros in 2020 and aproximately 1 billion euros in 2021.
The 2° Compensation Decree bis confirms the suspension of the payment of social security and welfare contributions for November 2020 throughout Italy and also for December 2020 only for the activities located in the red and orange areas. The suspended contributions can be paid by March 16, 2021 also in installments. The measure is also confirmed for the agricultural, fishing and aquaculture supply chain for December 2020.
The range of beneficiaries of non-repayable grants is also extended to activities located in shopping centers, food industries, clothing stores, street vendors, beauty centers and other services for people and animals. The amounts of aid are increased by 50% for ice cream, pizza and pastry shops and bars without a kitchen in the red and orange areas.
For those excluded from the obligation to fill in the ISA (Synthetic Index of Reliability) forms of the red zone, the terms for the second advance payment on individual and corporate income tax and IRAP are extended until 30 April 2021, regardless of the reduction in turnover.
The second installment of the IMU (tax on property) is canceled for the beneficiaries of non-repayable contributions from the red and orange areas, provided that the owners of the commercial properties are also the managers of the activity.
To compensate for the suspension of face-to-face teaching (in the red zone up to 12 years old students), the 2° compensation decree provides for a baby-sitter bonus of up to 1,000 euros if parents do not work in smart working. Extraordinary leave for employees is paid at 50%. The benefit is extended to all families with dependent disabled people without age limits.
Finally, the decree provides for an extraordinary fund for third sector associations with a budget of 70 million euros for 2021.
